In 2008, based on the Decree of the President of the Republic of Indonesia Number 7 of 2008 concerning the National Team for the Transfer of Business Activities (PAB) for the TNI, Silmy Karim was appointed a Member of the National Team for the PAB TNI.
The main task of the team is to transfer business activities owned by the TNI directly or indirectly in accordance with the mandate of Article 76 of Law Number 34 of 2004 concerning the Indonesian National Army. TNI is no longer allowed to do business because according to the TNI Law, the definition of a professional TNI is one of them is not allowed to do business. This is a difficult task because the team formed by the President of the Republic of Indonesia must take over the sources of income obtained by the TNI outside of the Government Budget (APBN).
After successfully carrying out a tough task in the TNI PAB National Team, in 2009 Silmy was asked by the Minister of Defense Juwono Sudarsono and the Secretary General of the Indonesian Ministry of Defense (Dephan) Sjafrie Sjamsoeddin to join the Indonesian Ministry of Defense (At that time it was called the Indonesian Ministry of Defense).
